Al-Douwaisan: P.P.P. law will foster Kuwait's reputation

The working paper entitled B.O.T concerns submitted by Eng. Hala AL-Douwaisan, Assistant Deputy CEO in the Project Development Division at Jiblah company defined that these concerns fall mainly under the management, the finance, the law, the politic, the timing and the information provision, stating that despite the importance of the financing process for any B.O.T project, many companies are facing difficulties in getting the required funds.

Al-Douwaisan said that the routine procedures in executing B.O.T contracts represent the main obstacle in the way of these projects and asked when the new laws governing such projects will be promulgated.

The suggestion regarding P.P.P law is able to solve many of these problems and will foster Kuwait's economic reputation. This law will act as an added incentive to bring foreign investments and ensure the government credibility to attract investors from abroad. "The government should establish a center for information systems that will be responsible for issuing Technology experience programs for both private and public sectors, publishing local and international successful studies as well as promoting studies and researches to market local products to expand into other markets", she added.
